Requests the Board of Land and Natural Resources to prioritize stream restoration and protection in water and land use decisions affecting the environment and drinking water.

Requires the Board to base water diversion decisions on accurate information regarding water flow amounts in rivers and streams.

Directs the Board to ensure water diversions do not adversely impact ecological, cultural, recreational, or aesthetic values of rivers and streams.

Limits water removal from rivers or streams to no more than half of the water measured near the point of diversion.

Requests the Board charge applicants seeking water diversion at least 90 percent of the cost to obtain the same amount of water from alternative sources.
