H.C.R. NO. 198 Summary

• Request to convene a working group by July 1, 2019 to discuss economic growth potential of green industry initiatives and climate change solutions for Hawaii.

• Working group to include Governor, legislative committee chairs, representatives from Department of Labor and Industrial Relations, Department of Business Economic Development and Tourism, Department of Health, Department of Land and Natural Resources, Department of Taxation, Hawaii State AFL-CIO, and Hui Ku Maoli Ola.

• Working group to address carbon tax implementation, waste management and recycling facilities, infrastructure efficiency upgrades, managed retreat from coastal inundation zones, sustainable farming expansion to 30% of agricultural land by 2030, and green job training.

• Working group to examine renewable energy generation models, electric vehicle transition by 2030, forest and wetland restoration, brownfield cleanup, and other climate change effects.

• Working group to submit findings, recommendations, and proposed legislation to the Legislature by January 1, 2020, with monthly meetings required.
