Requests the Department of Human Services to examine the implementation of Act 217 (Session Laws of Hawaii 2018), which established civil penalties for knowingly misrepresenting animals as service animals.

Directs DHS to consult with the Hawaii Civil Rights Commission and Disability and Communication Access Board to study enforcement methods, whether administrative rules are needed, service animal oversight and regulation, and if additional legislation is necessary.

Requests DHS to issue guidance about service animal misrepresentation for use by law enforcement and the business community.

Directs DHS to develop a public outreach campaign educating businesses and the public about the important work of legitimate service animals.

Requires DHS to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2020 regular session.
