Department of Health requested to convene a task force to examine statewide domestic violence assessments and response protocols for emergency medical services (EMS) personnel.

Task force membership to include the Director of Health (chair), EMS chiefs from Honolulu and Hawaii, Kauai, and Maui counties, four legislators (including at least one from the Women's Legislative Caucus), and representatives from Hawaii State Coalition Against Domestic Violence and county domestic violence advocacy organizations.

Task force to examine whether domestic violence assessments and protocols can better protect victims and first responders, and identify implementation issues.

Chair authorized to invite additional members including county police chiefs and representatives from government or community-based entities that share data with EMS or first responders on domestic violence incidents.

Task force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.
