Requests the State Auditor to conduct a comprehensive performance and management audit of the Department of Human Services' Child Welfare Services Branch.

Requires examination of branch compliance with and effectiveness of policies and procedures including child abuse and neglect investigations, risk assessments, child rights safeguards, inter-agency coordination with police and the Attorney General, and database record maintenance.

Directs the Auditor to evaluate personnel and resource needs necessary for the branch to effectively investigate allegations of abuse and neglect.

Cites concerns including a 2019 federal evaluation finding the branch not in "substantial conformity" with any of seven outcome categories, insufficient caseworker visit frequency, uninvestigated maltreatment allegations, and approximately 25% vacancy rate among 180 social worker positions as of end of 2017.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2020 Regular Session.
