Requests the State Auditor to conduct management and financial audits of Medicaid Home and Community Based Services waiver recipients, which cover long-term care in settings including adult residential care homes, community care foster family homes, and developmental disabilities facilities.

Directs the Auditor to review concerns identified by service providers, patients, and families in the current program.

Requires the Auditor to determine the sources of any increases or decreases in Medicaid costs per patient for each program and fiscal year.

Directs the Auditor to identify best practices for proper use and maximization of Medicaid funds for long-term home and community-based care.

Requires the Auditor to submit all findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2020 Regular Session.
