HCR 215 Summary

• Request the State Auditor to conduct a comprehensive management audit of the Division of Consumer Advocacy, the first since 2004.

• Audit should address the division's dual roles (audit/litigation and consumer advocacy), strategic vision gaps identified in previous audits from 1975, 1989, and 2004, and alignment with Hawaii's clean energy goals.

• Examine the division's performance in promoting Hawaii's 100% renewable portfolio standard and greenhouse gas/climate commitments, and in representing consumers adopting distributed renewable energy and efficiency resources.

• Auditor must solicit feedback from Hawaii's clean energy stakeholder community and recommend improvements, including proposed legislation to redefine or realign the division's mission based on evolving utility regulation needs.

• Auditor to submit findings and recommendations to the Legislature no later than 20 days before the 2020 regular session convenes.
