Requests the Attorney General to convene an autonomous vehicle legal preparation task force to prepare Hawaii for the legal and regulatory implications of autonomous vehicle adoption.

Task force shall examine existing laws across United States jurisdictions relating to legal and insurance regulation of autonomous vehicles and make recommendations for Hawaii.

Task force membership includes the Attorney General (chair), Director of Commerce and Consumer Affairs, Director of Transportation, three Senate members, three House committee chairs, and designees from all four county mayors.

Task force chair may invite representatives from autonomous vehicle manufacturers, insurers, vehicle trade associations, and other stakeholders to participate.

Task force shall submit preliminary report by December 1, 2019 and final report by December 1, 2020, with findings, recommendations, and any proposed legislation.
