Requests the Governor to convene and chair a Hawaiian Home Lands Improvement Working Group to address housing issues for native Hawaiians.

Working group membership includes representatives from the Hawaiian Homes Commission, Office of Hawaiian Affairs, Legislature leadership, Association of Hawaiian Civic Clubs, Sovereign Councils of the Hawaiian Homelands Assembly, and the Broken Promises Working Group.

Working group must consider recommendations to improve efficiency of the Department of Hawaiian Home Lands and develop a plan to reduce wait times for qualified applicants seeking Hawaiian home land leases.

Requires all working group meetings to be open to the general public and mandates submission of findings and recommendations to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Working group dissolves on June 30, 2020.
