Requests the Department of Agriculture and Hawaii Tourism Authority to submit a report on the processing of State of Hawaii Plant and Animal Declaration Forms no later than twenty days before the 2020 Regular Session convenes.

Report must describe the use of information obtained from the forms, including how data is used by both agencies.

Report must detail all costs associated with the forms, including printing, processing, distribution, and personnel costs for information processing.

Report must include the number of staff assigned to review forms, disposal methods, frequency of follow-ups, effectiveness of forms, compliance levels, and any penalties imposed for failure to complete forms.

Report must address the relevance and usefulness of visitor and returning-resident data collected, and whether the agencies have considered alternatives to the current form process.
