Requests the State Auditor to conduct a performance audit of state human resource management personnel and services provided across Executive Branch departments.

Directs the audit to examine functions, responsibilities, minimum qualifications, training, departmental structure, and policies/procedures of human resource management personnel in state departments.

Requires the Auditor to recommend improvements to the workplace and employee services, and propose minimum standards for education, certification, training, and continuing education for HR personnel.

Requests recommendations for a standardized statewide system of policies and procedures for resolving employee complaints.

Requires the Auditor to submit the audit report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
