Urges the Governor's Coordinator on Homelessness and the City and County of Honolulu to prioritize homelessness efforts in the area surrounding the Hawai'i Children's Discovery Center by convening a task force.

Requests the task force be composed of the Director of Public Safety, members of the House and Senate, a Honolulu City Council member, Executive Director of the Mayor's Office of Housing, Chief of Police, Chair of the Board of Directors of the Hawai'i Children's Discovery Center, and community representatives.

Directs the task force to develop strategies and plans to assist individuals and families experiencing homelessness while protecting the Center and surrounding areas from unsanitary conditions, littering, vandalism, property damage, trespassing, unlawful entry, and criminal activity.

Requires the Governor's Coordinator on Homelessness to serve as Chairperson and submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2020 Regular Session convening.

Mandates certified copies be transmitted to the Governor, Lieutenant Governor, and relevant state and local officials and the Hawai'i Children's Discovery Center leadership.
