HCR 48 Summary

• Urges the Department of Land and Natural Resources to ensure water flow from perched aquifers in the upper Waianae Watershed to support Native Hawaiian traditional and customary practices.

• Requests implementation of the Waianae Kai wildfire preparedness plan, including security improvements, water storage for firefighting, fire hydrants, fire breaks, sprinkler systems, fuel reduction, and public education.

• Directs the Division of Forestry and Wildlife to continue managing the Waianae Kai Forest Reserve with native trees and shrubs and to restore forest areas burned in the August 2018 fire.

• Establishes that stream flow is necessary for native aquatic species habitat, local farming, and cultural practices including lo'i kalo restoration.

• Requires transmission of certified copies to the Governor, Board of Land and Natural Resources, state and county officials, and Hawaiian cultural organizations.
