HCR 61 Summary

• Requests the Department of Education submit a report to the Legislature no later than 20 days before the 2020 Regular Session on progress toward providing well-rounded education for all public school students.

• Report must include instructional time data for visual arts, music, theater, dance, Hawaiian and Polynesian studies, Hawaiian language, native Hawaiian culture, and physical education at elementary, middle, and intermediate schools.

• Report must document availability of courses in visual arts, music, theater, dance, Hawaiian studies, Hawaiian language, and physical education at high schools taught by licensed and certified teachers.

• Report must provide data on special education staffing including individualized education program caseloads, unlicensed special education teachers, and average class sizes including inclusion classes and English-language learner classes.

• Report must include information on schools lacking librarians, library media specialists, technology coordinators, counselors, and special education transition coordinators, plus data on non-classroom teachers statewide.
