Requests the Department of Human Services, in consultation with the Hawaii Civil Rights Commission and Disability and Communication Access Board, to examine implementation of Act 217 (2018) regarding misrepresentation of service animals.

Directs examination of enforcement methods for prohibiting service animal misrepresentation, including whether administrative rules are needed and how to better oversee and regulate service animals.

Requests issuance of guidance about service animal misrepresentation for use by law enforcement and the business community.

Requires submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 regular session convenes.

Act 217 established civil penalties for knowingly misrepresenting animals as service animals under Hawaii Revised Statutes Chapter 347.
