HCR 77 Summary

• Requests the Department of Transportation to convene a task force to study mid-block crosswalks lacking traffic lights, signage, or signalization and recommend pedestrian actuated safety signals.

• Task force shall include representatives from the state DOT and transportation departments from the City and County of Honolulu, County of Hawaii, County of Kauai, and County of Maui.

• Task force must identify all unsafe crosswalks, document pedestrian accidents and fatalities at each location, prioritize crosswalks needing safety intervention, and evaluate pedestrian actuated devices such as flashing lights or sensor-activated alerts.

• Task force must provide estimated costs and implementation timelines for recommended devices, with all recommendations complying with the Manual on Uniform Traffic Control Devices for Streets and Highways standards.

• Report due to the Legislature no later than 20 days before the 2020 Regular Session convenes.
