Requests the Department of Land and Natural Resources to conduct a study for the restoration of Mauna Lahilahi, a small mountain formation on the leeward coast of Oahu south of Makaha, and its botanical garden.

Requires the department to partner with the City and County of Honolulu, University of Hawaii-West Oahu, and nonprofit organizations with interest or knowledge of Mauna Lahilahi in conducting the study.

Directs the Department of Land and Natural Resources to submit a report of findings and recommendations, including proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2020.

Acknowledges Mauna Lahilahi's cultural significance to Native Hawaiians, including petroglyphs carved into rocks and its association with the Hawaiian god Kane.

Requires certified copies of the resolution to be transmitted to the Chairperson of the Board of Land and Natural Resources, the Mayor of the City and County of Honolulu, and the Chancellor of the University of Hawaii-West Oahu.
