Requests the Board of Land and Natural Resources to establish a task force to prepare for the state's management transition of Makua Military Reservation from the U.S. Army when General Lease No. S-3848 expires on August 16, 2029.

Task force shall examine legal, historical, environmental, and cultural impacts from decades of U.S. military use of Makua valley and include representatives from the Office of Hawaiian Affairs, Aha Moku Advisory Committee, evicted families, non-profit organizations, and Native Hawaiian organizations.

Task force directed to negotiate with the U.S. Army prior to lease expiration regarding expedient land return, removal of unexploded ordnance, and expanded cultural access opportunities.

Task force must submit status updates and recommendations to the Legislature no later than 20 days before each regular legislative session until dissolution on February 16, 2030.

Makua valley contains 32+ endangered plant species, endangered wildlife, approximately 100 sites eligible for National Register of Historic Places including Hawaiian temples and petroglyphs, and holds significant Native Hawaiian cultural and religious value.
