Requests the State Auditor to conduct an audit of all public works projects at Daniel K. Inouye International Airport where the Department of Transportation was the government contracting agency.

Cites user frustration with airport inefficiency and lack of space during peak hours, noting that the last major expansion (Terminal 1) opened 25 years ago in 1994.

Attributes slow construction progress partly to the airport being operated by an executive administration division rather than an independent public corporation.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Directs certified copies to be sent to the Auditor, Director of Transportation, and Deputy Director of Airports.
