Requests the Legislative Reference Bureau to conduct a study summarizing existing published reports on marijuana legalization effects in Alaska, California, Colorado, Maine, Massachusetts, Michigan, Nevada, Oregon, Vermont, Washington, and the District of Columbia.

Study must evaluate economic costs and benefits, relevant crime statistics before and after legalization, and positive and negative effects of non-medical marijuana legalization.

Requires the Legislative Reference Bureau to submit findings to the Legislature no later than twenty days before the convening of the Regular Session of 2020.

Notes that ten other states and the District of Columbia have already legalized adult possession of small amounts of marijuana for recreational use, while Hawaii currently allows only medical cannabis.

Acknowledges that legalization may have positive economic effects and potentially redirect law enforcement resources toward more serious offenses.
