Requests the Public Utilities Commission to collaborate with the Division of Consumer Advocacy, electric utilities, and other stakeholders to explore cost-effective solutions for reducing energy costs on low- and limited-income customers and those with special medical needs.

Notes that 165,000 ALICE (Asset Limited Income Constrained, Employed) households constitute 37 percent of Hawaii's population, with another 47,066 households below the poverty line, totaling 48 percent of households in financial hardship.

Acknowledges that some electric utility customers depend on life support equipment or have increased heating and cooling needs due to medical conditions, creating special financial burdens.

References the Public Utilities Commission's 2017 concern that establishing social policy for low-income and special medical needs support is more appropriately within the Legislature's province.

Directs the Public Utilities Commission, Consumer Advocate, and Director of Commerce and Consumer Affairs to receive certified copies of the resolution.
