Department of Accounting and General Services is requested to dedicate one private room in the Hawaii State Capitol Building for employees and visitors to breastfeed or express milk, equipped with cleaning supplies.

The dedicated room is to be named after Dr. Sylvia Pager, Hawaii's first International Board-Certified Lactation Consultant Physician who worked to support breastfeeding families in the state.

Resolution acknowledges health benefits of breastfeeding including reduced risk of sudden infant death syndrome, asthma, diabetes, obesity, and decreased maternal health risks such as breast cancer and postpartum depression.

Resolution cites 2019 United States Breastfeeding Committee's Hawaii Breastfeeding Report estimating sub-optimal breastfeeding costs Hawaii $7,297,260 in medical costs, $3,811,290 in non-medical costs, and $34,300,525 in death costs.

Certified copies of the resolution shall be transmitted to the Governor, State Comptroller, and Building Manager of the State Capitol Building.
