Requests the State Auditor to assess the social and financial effects of H.B. No. 484, which mandates health insurers provide coverage for clinical victim support services for victims of sexual violence and abuse beginning January 1, 2020.

Defines clinical victim support services as professional mental health interventions to identify needs, coordinate appropriate services and resources, and prevent worsening of mental disorders caused by sexual violence and abuse.

Requires the Auditor to consult with qualified mental health providers treating victims of sexual violence and abuse in all counties, including the Sex Abuse Treatment Center at Kapiolani Medical Center for Women and Children.

Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Requires the Insurance Commissioner to transmit copies of the resolution to all insurers issuing health insurance policies, contracts, plans, or agreements in the State.
