Requests the Department of Commerce and Consumer Affairs create an interim working group to conduct a comprehensive review of Hawaii's rules and regulations concerning time share plans.

Working group membership shall include the DCCA Director (chairperson), Time Share Administrator, a representative from the American Resort Development Association, and a representative from title and escrow services companies licensed in Hawaii.

Working group shall consider 10 specific issues including time share consultant requirements, escrow bond usage, ministerial review activities, registration expiration procedures, review timelines, title exception disclosures, and whether chapter 514E of Hawaii Revised Statutes requires a comprehensive rewrite.

Working group shall cease to exist on June 30, 2020, and must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Certified copies shall be transmitted to the DCCA Director and the President of the Board of Directors of the American Resort Development Association.
