Urges the City and County of Honolulu to work with the State in developing strategies to provide assistance to homeless individuals and reduce homelessness in Waipahu.

Notes that in 2018, over 6,500 homeless individuals were in Hawaii, with over 4,000 on Oahu, and the Ewa region (including Waipahu) experienced an 8.2 percent increase in unsheltered homeless individuals while overall Oahu declined 7.7 percent.

Identifies that nearly 30 percent of the homeless population in the Ewa region are in Waipahu, with approximately 40 homeless individuals believed to live near Hawaii's Plantation Village.

Documents growing homeless encampments in Waipahu around Honowai Circle, Hawaii Plantation Village, Waikele Stream, and beneath the Honowai Street Bridge, with over 50 trespassing complaints filed over a six-month period.

Requires transmission of certified copies to the Mayor, County Council Chair, Department of Planning and Permitting Director, Director of Human Services, and the Governor's Coordinator on Homelessness.
