Requests the Department of Business, Economic Development, and Tourism (DBEDT) and Department of Agriculture to identify best practices and make recommendations for a statewide program to address agricultural theft and vandalism

Identifies agricultural theft and vandalism as ongoing threats to Hawaii's farmers and ranchers, complicated by large farm acreages that are difficult to police and farmers who do not live on or near their fields

Notes that theft and vandalism increase production costs and make it harder for Hawaii's farmers and ranchers to succeed

Requires DBEDT and the Department of Agriculture to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes

Directs transmission of certified copies to the Director of DBEDT and the Chairperson of the Board of Agriculture
