Director of Commerce and Consumer Affairs is requested to establish a task force to study the feasibility of legalizing sports gambling in Hawaii following the May 14, 2018 United States Supreme Court decision allowing states to authorize sports gambling.

Task force shall consist of seven members including the Director of Commerce and Consumer Affairs (chair), Director of Business, Economic Development, and Tourism, Attorney General, Chief Information Officer, a private practice attorney with sports gambling law knowledge, and two members of the public with sports gambling knowledge appointed by the Senate President and House Speaker.

Director of Commerce and Consumer Affairs may invite additional individuals with relevant knowledge or experience to serve on the task force, and the Department of Commerce and Consumer Affairs shall provide administrative support.

Task force members are exempt from chapter 84, Hawaii Revised Statutes (conflict of interest laws) solely because of their participation on the task force.

Task force is requested to submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020.
