Requests the Office of Information Practices to conduct a pilot project using a randomly selected sample of incoming public appeals under the Uniform Information Practices Act and Sunshine Law.

Requires the Office to prepare short, informal, unenforceable guidance within two weeks of receiving final responses from agencies and parties involved for sampled appeals only.

Guarantees that formal enforceable rulings will be issued at a future time through usual procedures if the informal guidance does not resolve sampled appeals.

Requires a report to the Legislature no later than 20 days before the 2020 Regular Session, including findings, recommendations, proposed legislation, and comparison of outcomes and staff time between sample and non-sample appeals.

Requests the Office to adopt the alternative resolution process as standard practice if it improves outcomes and staff time requirements for certain or all types of incoming public appeals.
