Convenes a Multiple Languages Emergency Notification Working Group to develop a plan for providing emergency notifications in multiple languages to persons with limited English proficiency in Hawaii.

Working group must determine scope of implementation including specific languages needed and delivery methods, develop a process to ensure accurate and timely culturally appropriate translations, and identify necessary resources such as translation services and technology.

Working group membership includes the Director of Hawaii Emergency Management Agency (chair), Directors of Health and Human Services, Board of Education Chairperson, Director of Business/Economic Development/Tourism, University of Hawaii Board of Regents Chair, and representatives from county civil defense agencies and state offices focused on language access and equity.

Chair invited to add representatives from Hawaii Lodging and Tourism Association, Hawaii State Council on Developmental Disabilities, and Inter-Agency Council for Refugee and Immigrant Services.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
