Requests Department of Taxation to prepare a comprehensive assessment report on tobacco tax revenues, including historic data since fiscal year 1995, current revenues, and projections through 2040

Requires report to separately analyze cigarette revenues and non-cigarette tobacco revenues, detailing all sources, annual amounts, allocations, and economic forecasts

Directs Department to project tobacco revenues under scenarios where minimum legal age to purchase tobacco is increased to 25 in 2020, 30 in 2021, and in five-year increments through 2040

Requires Department to submit report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convening
