Task force directed to solicit public complaints, work with prosecutorial agencies, establish case referral procedures, provide public education, and assist vulnerable populations including immigrant workers exploited by illegal operations.

Requires annual reports to the Legislature and county officials detailing task force efforts, legal barriers to enforcement, proposed regulatory or legislative changes, and successful preventive mechanisms.

Requests all state and county departments to collaborate with the task force to halt work by contractors violating permitting, licensing, and labor laws, and develop policies enabling early stoppage of violating contractors.
