Request Hawaii State Energy Office to conduct a feasibility study on incentivizing creation of a glass and solar panel recycling plant funded by a fee attached to each solar panel sold in Hawaii

Study shall examine funding mechanism through fees on solar panels sold in the state to support recycling operations

Hawaii State Energy Office must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes
