Requests the Department of Transportation to investigate the potential effects of establishing a northbound contraflow lane on Fort Weaver Road during weekday morning rush hours to address traffic congestion from Ewa residents.

Directs the Department to implement a northbound contraflow lane if the investigation finds it would alleviate traffic during weekday morning rush hours.

Requires the Department of Transportation to submit its findings to the Ewa Neighborhood Board No. 23 and the Legislature no later than twenty days before the 2020 Regular Session convenes.

Notes that Act 53, Session Laws of Hawaii 2018 appropriated $2,500,000 for design of a Kunia eastbound on-ramp to the H-1 Freeway, which may increase traffic on Fort Weaver Road during peak hours.

Directs certified copies be sent to the Governor, Transportation Director, Honolulu Transportation Services Director, and the Ewa Neighborhood Board No. 23 Chairperson.
