Urges the Department of Hawaiian Home Lands to provide alternative housing options for lessees, including single-family, multi-family, plantation, farm, rental, kupuna, and disabled housing, as well as apartments and rent-to-own programs.

Notes that the department holds over $38,000,000 in federal funds designated for homestead housing while more than 20,000 eligible beneficiaries remain on waiting lists, many for decades.

Identifies that only about 200 eligible beneficiaries receive homestead leases annually, and some applicants lack financial ability to obtain mortgages required to accept leases.

Directs the department to include community centers, wellness centers, commercial centers, and industrial centers in development plans alongside alternative housing options.

Requires certified copies of the resolution to be transmitted to the Governor, Chair of the Hawaiian Homes Commission, and Chair of the Office of Hawaiian Affairs Board of Trustees.
