Urges the Chairperson of the Board of Land and Natural Resources to rename Russian Fort Elizabeth State Historical Park in Waimea, Kauai to Pāulaula, the traditional Hawaiian place name for the site.

Directs development of new interpretive signs, brochures, and websites for the site available in Hawaiian and English that primarily reflect the history of Kauai's ali'i nui and the site's multicultural history.

Urges the Department of Land and Natural Resources Division of State Parks to collaborate with the National Park Service to update the National Historic Landmark designation to incorporate the Hawaiian place name, multicultural history, and recent scholarly research.

Requires certified copies of the resolution be transmitted to the Secretary of the Interior, National Park Service Director, Governor, Board of Land and Natural Resources Chairperson, Office of Hawaiian Affairs, and county mayors.
