Requests the Department of Hawaiian Home Lands to conduct an actuarial study on the current and projected future populations of Hawaiians eligible to lease Hawaiian home lands.

Approximately 27,000 eligible Hawaiians are currently on the waitlist to lease Hawaiian home lands.

Requires the department to submit a report with the study's findings and recommendations to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Notes the last published estimate of eligible Hawaiians was from a 1995 SMS Research report estimating approximately 68,248 eligible Hawaiians worldwide.

Cites a 1987 federal Office of Technology Assessment report projecting 35,725 to 53,207 eligible Hawaiians would live in Hawaii by 2044, depending on intermarriage rates.
