Requests the Department of Land and Natural Resources to establish a Manoa Valley Flood Mitigation Task Force to research and recommend flood mitigation strategies for Manoa Valley.

Task force shall be chaired by the Chairperson of the Board of Land and Natural Resources or designee, and include representatives from state agencies (Transportation, Comptroller, University of Hawaii at Manoa), City and County of Honolulu departments (Engineering, Transportation Services, Planning and Permitting, Board of Water Supply), and members of the State Senate, House of Representatives, and Honolulu City Council representing Manoa districts.

Task force may invite representatives from the United States Army Corps of Engineers, Federal Emergency Management Agency's Flood Mitigation Assistance Grant Program, and other individuals deemed beneficial by the chairperson.

Task force members shall serve without compensation but receive reimbursement for travel and necessary expenses; public officers and employees receive no additional compensation beyond their normal salaries and are not subject to Hawaii Revised Statutes chapter 84 solely for task force participation.

Task force shall submit findings, recommendations, and any proposed legislation to the Legislature and Honolulu City Council no later than twenty days before the 2020 Regular Legislative Session and shall cease to exist on June 30, 2020.
