Requests the Department of Transportation to collaborate with the City and County of Honolulu Department of Transportation Services and private entities to study pedestrian safety measures at the intersection of Ala Moana Boulevard and Kamakee Street.

Directs the study to evaluate potential safety improvements including pedestrian bridges and all-stop pedestrian scramble-type crossings that allow uninterrupted transit without pausing at medians or islands.

Responds to a January 28, 2019 incident where a vehicle struck pedestrians on a traffic island at the intersection, killing three and injuring three pedestrians.

Requests the Department of Transportation to consider enhanced safety measures at high-volume crossings statewide.

Requires submission of findings, recommendations, proposed legislation, and implementation cost estimates to the Legislature no later than twenty days before the 2020 Regular Session convenes.
