Department of Transportation, in consultation with the Department of Land and Natural Resources, City and County of Honolulu, Hawai'i Pacific University, and interested stakeholders, is requested to conduct a feasibility study on a proposed ferry service between Aloha Tower Marketplace and Sand Island State Recreation Area

Study must consider potential costs, financing options, and parameters of the ferry service to address traffic congestion on Sand Island Access Road, the only roadway providing access to Sand Island

Study must evaluate the ferry service's impact on tourism at Sand Island State Recreation Area, including whether upgraded facilities and concessions would be desirable

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020

Certified copies of the resolution must be transmitted to the Director of Transportation, Chairperson of the Board of Land and Natural Resources, Mayor of Honolulu, Chairperson of the Honolulu City Council, and President of Hawai'i Pacific University
