Request Department of Agriculture, Department of Land and Natural Resources, University of Hawaii, and relevant state agencies to develop a map defining the most suitable area within Honouliuli Gulch for a dedicated pueo (Hawaiian owl) preserve to be managed by the Department of Land and Natural Resources.

Require agencies to determine requirements to establish the preserve, including necessary acquisitions, resources, leases, easements, or legislation.

Direct agencies to submit report to Legislature with findings, recommendations, list of potentially affected landowners and leases, and any proposed legislation no later than twenty days before the 2020 Regular Session convenes.

Acknowledge pueo as endangered Hawaiian endemic species, note that rat poison used in conservation areas harms raptors, and identify Honouliuli Ahupuaa as historically containing the greatest number of pueo.

Authorize farming enterprises to use cane roads within the preserve and permit public use of roadways and infrastructure necessary to serve the Honouliuli Internment Camp Federal Park Museum.
