Urges the U.S. Congress, Federal Communications Commission, and Federal Trade Commission to eliminate all fraudulent telephone calls in the United States, regardless of whether calls are traced or involve credit card transactions.

Requests that telephone companies be required to provide audible or visual warnings of calls from suspected fraudulent sources before the calls reach consumers.

Addresses fraudulent schemes where disreputable businesses impersonate governmental agencies, such as the Internal Revenue Service, to deceive consumers.

Directs transmission of certified copies of the resolution to the Senate Majority Leader, House Speaker, Hawaii's congressional delegation, and the chairmen of the Federal Communications Commission and Federal Trade Commission.
