Requests the State Auditor conduct an audit of Department of Transportation procedures for inspecting shipping containers for illegal goods at Hawaii's ten commercial harbors.

Audit should examine current inspection procedures for both out-of-state and inter-island cargo arrivals, identify shortcomings, and recommend procedural changes to reduce illegal goods importation.

Notes that as of 2007, approximately 99 percent of commercial goods imported to Hawaii arrived through the state's harbor system, with anecdotal reports of illegal drugs being shipped in containerized cargo.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Directs certified copies be transmitted to the Auditor, Director of Transportation, and Harbors Administrator.
