Requests U.S. Congress to enact H.R. 1384, the "2019 Medicare For All Act" sponsored by Representative Pramila Jayapal for the 116th Congress to establish an improved Medicare for All national health insurance program.

States the United States has the highest per capita healthcare costs among developed nations yet ranks near the bottom in health indicators, and is the only developed nation without universal health coverage.

Argues Medicare's administrative costs are between 2-5 percent compared to 13-20 percent for for-profit insurers, and that nearly half of all U.S. bankruptcies result from medical expenses despite insurance coverage.

Contends that removing medical insurance costs from businesses, eliminating profit-driven barriers between doctors and patients, and adopting Medicare for All will improve health outcomes and ensure affordable healthcare access for all Americans.

Requires certified copies of the resolution be transmitted to the President of the United States, the Senate Majority Leader, the House Speaker, and Hawaii's congressional delegation.
