Convenes a working group to discuss waste reduction issues in Hawaii, including source reduction, reuse strategies, recycling expansion, and education campaigns by July 1, 2020.

Working group to address elimination of single-use plastic packaging and beverage containers, reusable container incentive programs for food service, and expanded municipal recycling services across islands.

Membership includes State Sustainability Coordinator, county sustainability and solid waste representatives, County Council Chairs, legislative committee chairs, and representatives from environmental and business organizations.

Working group to meet monthly until January 1, 2021, with members electing their own chairperson.

Requires submission of findings, recommendations for pilot projects, and proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session.
