Department of Human Services, in consultation with Department of Public Safety, is requested to work with the Family Reunification Working Group and community stakeholders to develop a plan for child-friendly and family-friendly visitation centers at all state correctional facilities and jails.

Department of Human Services must submit reports on visitation center status, findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the Regular Sessions of 2020 and 2021.

Reports must include assessments of current child accommodations in existing prison and jail visitation areas and recommendations to address specific issues.

Certified copies of the resolution are to be transmitted to the Director of Human Services, Director of Public Safety, and Chairperson of the Keiki Caucus.

Resolution addresses parental incarceration as an adverse childhood experience, noting that improved visitation conditions could strengthen family relationships, reduce recidivism rates, and improve outcomes for children of incarcerated parents.
