Requests the State Auditor to conduct a comprehensive performance and management audit of the Child Welfare Services Branch of the Department of Human Services.

Directs the audit to examine compliance and effectiveness of policies and procedures related to investigating child abuse and neglect, providing services, protecting child rights, coordinating with law enforcement and the Attorney General, maintaining abuse registry records, and oversight of child welfare offices statewide.

Requires the Auditor to evaluate whether the Child Welfare Services Branch has sufficient personnel and resources to effectively perform its duties, including investigation of abuse and neglect allegations.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2020 Regular Session.

Cites concerns including the Branch's failure to meet federal conformity standards in 2019 (same as 2009), insufficient caseworker visits, uninvestigated maltreatment allegations, children remaining in foster care beyond 15 months without permanency goals, and approximately 25% staff vacancy rate as of end of 2017.
