Request that the Attorney General convene an Autonomous Vehicle Legal Preparation Task Force to prepare Hawaii for legal and regulatory implications of autonomous vehicles.

Task force directed to examine existing laws across U.S. jurisdictions relating to legal and insurance regulation of autonomous vehicles and make recommendations for Hawaii.

Task force composition includes the Attorney General (chair), Directors of Commerce and Consumer Affairs and Transportation, chairs of relevant Senate and House committees, all four county mayors, and invited representatives from vehicle manufacturers, insurers, trade associations, and other autonomous vehicle stakeholders.

Task force required to submit preliminary report to the Legislature no later than twenty days before the 2020 Regular Session and final report no later than twenty days before the 2021 Regular Session.

Resolution identifies Hawaii's advantages for autonomous vehicle testing including no shared state borders, ideal weather conditions, varied traffic patterns, and robust telecommunications infrastructure.
