Request Department of Agriculture and Hawaii Tourism Authority to submit a report on processing State of Hawaii Plant and Animal Declaration Forms by twenty days prior to the 2020 Regular Session convening.

Report must include description of how information from the forms is used and costs associated with printing, processing, distributing, and personnel involved in processing the forms.

Report must detail number of staff assigned to review forms, form disposal methods, frequency of follow-ups required, and effectiveness of the forms.

Report must address compliance levels by passengers and carriers, number of penalties imposed for failure to complete forms, and relevance of visitor and returning-resident data.

Report must indicate whether the Department of Agriculture or Hawaii Tourism Authority has considered alternatives to the current declaration form process.
