Requests the State Auditor to conduct an audit of the Department of Education's statewide backlog of capital improvement repair and maintenance projects.

Directs the audit to include projects related to renovation of central, district, and program offices.

Notes the Department of Education initially reported a $293,000,000 repair and maintenance backlog in January 2018, but later corrected the figure to $868,000,000.

Requires the Auditor to submit findings and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Aims to increase transparency and fiscal accountability in how the Department of Education manages capital improvement resources.
