Request the State Auditor to conduct a performance audit of state human resource management personnel and their services to public employees.

Audit shall examine functions, responsibilities, minimum qualifications, education, training, departmental structure, operations, and policies/procedures of HR management personnel across state departments.

Auditor shall make recommendations regarding workplace improvements, minimum standards for HR personnel certification and continuing education, and a standardized statewide system for resolving employee complaints.

Auditor must submit the performance audit report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Governor, Director of Human Resources Development, Auditor, and each Executive Branch department head or board with HR management personnel included in the audit.
